71.4433 Confucianism and the Law: An Historical Analysis of the Imperial Chinese System.
This study proposes to examine the evolution of the Imperial Chinese legal system across from the Ch'in dynasty (221-206 B.C) to that of the last imperial dynasty, the Ch'ing. It is acknowledged that the scale and complexity of this task is seemingly beyond the scope of this paper given that the period in question spans approximately two millennia, and includes the political and legal reforms of a number of dynasties. However, this task is rendered possible only due to what - it will be argued - is the key element of the Imperial Chinese legal system: its consistency. This paper will demonstrate that the Imperial Chinese legal system was defined by a marked conservatism that maintained key elements of the Chinese legal code across centuries of time, and through numerous civil wars and dynasties. 31 pgs. 73.4761 Mencius and the Historical Worth of Political Advice.
This is a paper that reports on a particular theme in the Mencius, a classic Chinese philosophical text. It gives a very brief discussion of the author and his context, and proceeds to show specifically how Mencius and his co-authors use familiar (and familial) examples to illustrate the overarching principle of benevolence in government. This was meant to appeal to Chinese rulers and bureaucrats at the time, by using simple language and concrete examples as well as a simplified doctrine of governmental behavior that reduces to one principle of benevolent rule. 5 pgs. This paper presents a comprehensive overview of gender relations and the status of women in the People's Republic of China (PRC) at the end of the twentieth century. Initially, the historical influence of Confucianism and Communism in the context of gender and domestic relations is explored. The contemporary situation is assessed in terms of private life-marriage, divorce, domestic labour and fertility for example--and public life-i.e. the workforce and politics. Finally, the impact of reforms since 1978 is summarized and future trends are considered. 35 pgs. Bibliography lists 37 sources.

77.10470 China's HIV/AIDS Pandemic.
China's HIV/AIDS pandemic, in its first 1985 manifestation, was termed a 'foreigner's disease'. Patterns of infection in neighboring nations resulted in a more concerted approach. In contrast to other countries, China denied the extent of the epidemic for 15 years. According to WHO and various health officials, all past and current estimates of HIV infection in China are extremely conservative with the actual figures being as much as 25 times those that have been reported internally. Infections could reach ten million by 2010. Many of the programs reportedly established by 1990 are just now being put into place. The most essential need is for an effective surveillance program, along with a health education campaign. As in all Third World countries, major obstacles interfere with the implementation of such programs. The more serious of these hindrances consist of highly diverse populations, most of whom are simultaneously very mobile. The fact is that, while China superficially appears to be in a relatively advanced epidemic stage, the country is similar to Africa in that it is most likely pre-pandemic. 12 pgs.
